Water is pretty low @ Elwood from what I hear! I know you can get a boat in if you are careful. I did hear a pretty good report from some guys tonoght that they caught some nice fish. I haven't been over there in a couple weeks so this is the best I can do for you! As far as tent camping goes, there is a little campground @ Elwood but I don't know if it is still open since the Reverie closed up. Plenty of room to camp @ Johnson's though.

    Good Luck!!

As low as the water is at Elwood, you should be able to pitch a tent out on the shore. Sandy like in most areas. Johnson's nice, but too many RV's and people spoils the tent experience in my opinion.
